Can eye liner be tattooed? And removal process plz?

It is possible...and I can imagine quite painful. The only way to get that stuff off is to have a dermatologist remove the tattoo. Permanent eyeliner is like any tattoo...it doesn't come off easy. That's why it is termed "permanent."
